Our Approach
Based on the LEAD™ model, LEADD builds a better response to chronic crime and disorder by developing a non-punitive pathway to long-term, community-based care for people whose unlawful or problematic conduct stems from mental illness, substance use, or chronic poverty.

LEADD is the first and only truly systems-wide approach at the level of pre-arrest diversion for individuals with mental health and substance use disorders. Utilizing a harm reduction, community-based approach, LEADD connects individuals with unmet needs to services. It helps us close gaps in community services and increases equitable outcomes for African-Americans and people of color who are disproportionately impacted by the criminal legal system.
